Roary the Repair Lion says:
1) The Air Mixture screw (the pointed brass screw with a spring on it) should be set to 1.5 turns from tight for correct mixture on your engine. Please make note of this setting for rebuild as not stated on packaging or in the engine manual.
2) It is strongly suggested you replace the carburetor gaskets when rebuilding the carburetor. If the previous gaskets are worn or split, they will not make a seal, allowing excess air into the fuel mixture, resulting in difficulty to start and run your engine, and can cause hours of excess work to diagnose!
3) We also suggest you purchase a new inline "Fuel Filter" and "Fuel Tank Strainer" when rebuilding your carburetor. This will protect the carburetor!
4) Be sure the Fuel Tank has not rusted inside. The rust particles may be blocking the jets on the old carburetor and will block the jets on the new carburetor. Pour some fuel in a clear container from the pipe that leads to the carburetor. If the fuel is discoloured or contains particles, you will need to replace the fuel tank.
These are parts that wear with use, and carburetors for this engine usually need rebuilding after 3000-5000 hours. If you are rebuilding the carburetor before this time, it could be because, either contaminated fuel has been used or the Engine was stored for a long period with fuel in the system and the ethanol has degraded the carburetor.
Modern fuel has ethanol added. Ethanol is a cleaning agent used to "fill out" fuel and to reduce harmful emissions. The concentration of ethanol added to fuel can damage your carburetor if left for any length of time. Usually leaving a slimy residue in the bottom of the carburetor bowl, damaging seals, and clogging the workings within the carburetor, preventing it from mixing the air and fuel correctly.
